空き部屋を、どう開くか。

空き家は900万戸。けれど、これは「部屋」の話。
総務省の住宅・土地統計調査によると、2023年10月時点の全国の空き家は900万2千戸。空き家率は13.8%で、いずれも過去最多・過去最高です。Japan's Housing and Land Survey counted 9.0 million vacant homes as of October 2023 — 13.8% of all housing, both record highs.

制度の基本。宿泊料を受け取るか、受け取らないか。
部屋を開く前に、制度の全体像だけ押さえておきましょう。分かれ目は、宿泊料を受け取るかどうかです。Before opening a room, here is the shape of the rules — just enough to know where the line runs: whether you receive lodging fees.
宿泊料を受け取る場合。民泊(住宅宿泊事業)は都道府県知事等への届出制で、人を泊められる日数は年間180日を超えない範囲とされています(観光庁・民泊制度ポータルサイト)。旅館業(旅館・ホテル営業、簡易宿所営業、下宿営業)は許可制で、法律上の定義はいずれも「宿泊料を受けて、人を宿泊させる営業」とされています。If you charge for lodging: the private lodging business (minpaku) system is notification-based with a stated cap of 180 days per year (Japan Tourism Agency's minpaku portal). The Hotel Business Act's categories are all defined as operating "for lodging fees," and are stated to require a licence from the prefectural governor.

The national FAQ describes judging by whether something is run repeatedly and as a business, and treating cases without that character as outside the regulation.

交流に開く、という第三の道。
収益でも、現状維持でもない選択肢。それが、部屋を人との交流に開くことです。これは特別な思いつきではなく、先例があります。Not income, not storage — connection. And it has precedents.
京都府は2016年度から、高齢者の家の空き室に学生などが低い負担で暮らし、日常の交流を重ねる「京都ソリデール」事業を続けています。国土交通白書(平成29年度版)も、こうした異世代ホームシェアを、相互の見守りや学び、地域のつながりを生む取り組みとして紹介しています。Kyoto Prefecture has run "Kyoto Solidaire" since fiscal 2016, matching students and other young people with seniors' spare rooms for low-cost stays and daily interaction. The national transport ministry's white paper (fiscal 2017 edition) describes such intergenerational home sharing as mutual watchfulness, learning, and community.

始め方。6つの手順。
- 目的を決めるDecide the purpose収益か、交流か。両方を一度に欲張らないことが、続けるコツです。income or connection; don't chase both at once.
- 家族と話すTalk with your family一緒に住む全員の合意が先。誰かの我慢の上に、いい受け入れは載りません。everyone's consent comes first.
- 部屋と動線を見直すWalk the room and the shared spaces開ける範囲と、共有する範囲(お風呂・洗面・台所)を決めます。what you open, what you share (bath, kitchen).
- 家のルールを言葉にするPut the house rules into wordsお風呂の時間、食事、門限、入ってほしくない場所。当たり前すぎて言葉になっていないものほど、書き出します。bath times, meals, curfew, rooms that are off limits. The rules too obvious to say are the ones to write down.
- 確認するCheck管理規約・賃貸借契約・必要に応じて自治体や保健所。building rules, your lease, and the municipality or health center if unsure.
- 小さく始めるStart small最初から長期はやらない。KIBOU型なら最大2泊3日から。受け入れるかどうかは、その都度あなたが決められます。with KIBOU, stays are up to two nights and three days, and you decide each request.

- 「誰でも」「必ず」は、この仕組みにはありません。受け入れ可否は都度ホストが決め、断る自由は設計の一部です。There is no "anyone" and no "always" here. Hosts decide each time; declining is part of the design.
- 家族の負担が見えたら、休んでください。空き部屋は逃げません。If it strains the family, rest. The room isn't going anywhere.
